Board of Directors

The RSU 22 School Board of Directors (“Board”) has 14 members elected by the four individual towns that make up our district. The membership is proportional to the population of the towns: Hampden has 7 representatives, Winterport has 4 representatives, Newburgh has 2 representatives, and Frankfort has 1 representative.

Together, we are committed to ensuring that all students across RSU 22 receive a high-quality education in a safe, supportive, and forward-thinking learning environment.

Our Key Responsibilities Include:

• Setting the Vision and Goals for the district to define our educational direction and priorities.

• Adopting Policies that provide the structure needed to achieve our objectives.

• Hiring and Evaluating the Superintendent, who serves as the district’s Chief Executive Officer and is the only employee hired directly by the Board.

• Overseeing School Management by holding the Superintendent accountable for effectively implementing Board policies and running day-to-day operations.

• Approving and Monitoring the Annual Budget to ensure the responsible use of public funds in support of student success.

• Managing the Collective Bargaining Process with employee groups in a fair and collaborative manner.

Governance and Legal Authority

As a governing body, the Board acts collectively through duly convened public meetings. Individual Board members do not have legal authority to act on their own. Our powers and duties are defined by the Maine Legislature and district policies, particularly under Title 20-A of the Maine Revised Statutes.

In addition, we are governed by other public agency laws such as the:

• Freedom of Access Act, which ensures transparency in government

• Conflict of Interest laws, which promote integrity and accountability in public service
